Billing for refugee patients

In Canada refugees are covered by the Interim Federal Healthcare Program (IFHP). It is a federally funded program that is operated by Blue Cross.

If order to be paid for services rendered to a refugee patient in the ED, you will need your own Blue Cross provider ID and you will need the patient's IFHP member ID.

If you do not have a Blue Cross provider ID, please follow this link and click the new registration "Register" button: https://www.medaviebc.ca/en/health-professionals/register. It will take a few weeks to process, and when finished you will get your new provided ID as well as access to Blue Cross ePay portal.

Once you are registered you can log into the ePay portal and submit claims using the same fee codes as you would if you were billing MSP.
